Office buildings appear among the 23 categories of analogue commercial use defined under Minister of Law Regulation No. 27 of 2025. Playing music in a reception area, a shared workspace or a client lounge is commercial use in the same way it is in a hotel lobby.
Commercial music engages five separate rights: public performance of the composition, public performance of the sound recording, reproduction of the sound recording, recording and master rights, and publishing rights for commercial use. LMKN and its member LMK administer public performance through collective management. The other three sit with labels, distributors and publishers.
Permenkum 27/2025 places the royalty obligation on the event organiser or the business owner. The establishment operating the premises is the responsible party, and that responsibility does not transfer through a subscription agreement.
What Music Does in a Workplace
Background music in an office has two distinct jobs, and they are usually confused with each other. In reception and client-facing areas it is brand signalling — the first thing a visitor experiences after the front desk. In shared workspace it is acoustic management, masking conversation and softening the hard surfaces most modern fit-outs use.
Those need different programmes. Reception can carry character. Workspace cannot — anything with a strong hook competes for attention rather than covering it.
