Music Licensing in Da Nang

VCPMC and RIAV licences cover two of the five commercial music rights. Venues in Da Nang need to know what the other three require.

The Framework as It Applies in Da Nang

Da Nang is not a VCPMC operational hub, but VCPMC and RIAV both operate nationwide. Obligations for a Da Nang venue are identical to those in Ho Chi Minh City or Hanoi.

Music licensing in Vietnam is administered by two organisations. VCPMC licenses public performance of the musical composition on behalf of composers and publishers. RIAV licenses public performance of the sound recording copyright on behalf of labels and recording owners. Both operate nationwide.

Decree 134/2026/NĐ-CP, effective 1 July 2026, sets the royalty framework and names the premises types it covers, including hotels, cafés, restaurants, conference and meeting venues, and tourism accommodation.

Two Rights Covered, Three Not

Commercial music in Vietnam engages five separate rights:

  • 1. Public performance of the composition — administered by VCPMC
  • 2. Public performance of the sound recording — administered by RIAV
  • 3. Reproduction of the sound recording — not covered
  • 4. Recording and master rights — not covered
  • 5. Publishing rights for commercial use — not covered

A venue holding both VCPMC and RIAV licences has addressed two of five. That is more than most premises manage, and it is still incomplete.

Where the Gap Opens

Reproduction is the right most venues never consider. It is engaged whenever a recording is copied — downloaded to a media player, cached by an application, or stored on local hardware. Nearly every commercial music system does this in normal operation, because playback reliability depends on the music being held on site.

Reproduction rights are also territorial. A supplier licensed in another country frequently cannot confer valid reproduction coverage for use in Vietnam, whatever the subscription agreement states.

Under Vietnamese law the establishment operating the premises is the responsible party. That responsibility does not transfer to a supplier through a subscription agreement.

How MUSICVYBE Closes It

MUSICVYBE holds direct licences across all five commercial music rights in a single subscription, valid in Vietnam and internationally. The catalogue sits outside VCPMC and RIAV repertoire, so no separate collecting society licence is required for music delivered through the service.

Programming is handled by unnamed specialists with more than twenty years of curation experience across hospitality, retail and financial environments. The service is fully managed — scheduling, dayparting, zone programming and seasonal refresh are handled on your behalf.

Frequently Asked Questions

Do VCPMC and RIAV both apply in Da Nang?+

Yes. Both organisations operate nationwide across Vietnam, so their licensing applies identically wherever a venue is located.

What does Decree 134/2026/NĐ-CP require of venues in Da Nang?+

The decree sets the commercial music royalty framework nationally, effective 1 July 2026, and names the premises types it covers. It applies the same way in every province.

Is a VCPMC licence enough for a Da Nang venue?+

No. A VCPMC licence covers public performance of the composition — one of the five commercial music rights. Public performance of the sound recording, reproduction, master rights and publishing rights for commercial use all sit outside it.

Who is liable if a venue is underlicensed?+

The establishment operating the premises. Liability does not transfer to a music supplier through a subscription agreement.
