The commercial base in Ajman is built on small and medium businesses to a greater degree than anywhere else in the country. Its free zone has long been the entry point for smaller operators, and much of its hospitality and retail is owner-managed rather than run by groups with procurement departments and compliance functions.

That changes what the December deadline actually means here. Elsewhere a licensing framework lands on a head office with a legal team. In Ajman it lands on the person who also does the rota, the ordering and the accounts — which makes an arrangement that resolves the question once, and does not need managing afterwards, worth considerably more than a marginal difference in price.

The emirate itself is compact and varied: a redeveloped Corniche with waterfront dining, a dense residential population much of which commutes to Dubai and Sharjah, a wholesale and trade retail sector of real scale, a university, and the Al Zorah development providing an upscale coastal and nature counterweight to all of it.

What the December framework covers

Two organisations licensed by the Ministry of Economy and Tourism — the Emirates Music Rights Association and Music Nation — cover public performance only: two of the five commercial music rights. Critically, they do not divide those rights between them. They divide repertoire. Each licenses its own assigned catalogue for the same two rights, which means a venue playing a mixed programme of local and international music may need both licences and will still be uncovered on reproduction, master and publishing rights. Those three sit directly with rights holders, outside what collective rights management is designed to deliver.

Do Ajman businesses need a music licence?+

Yes, from 1 December 2026. The framework applies across the UAE under Ministerial Resolution No. 136 of 2026 and covers restaurants, cafés, hotels, retail outlets, shopping malls, gyms and fitness centres, airlines, radio and television. Licences are valid one year and renewable.

Is licensing different in Ajman from the other emirates?+

No. The framework is federal, set by the Ministry of Economy and Tourism and administered nationally by the two licensed organisations. Fee brackets are determined by the type and size of the business and by how music is used, not by emirate.

Does a small independent business still need a licence?+

Yes. The framework applies to commercial use of copyrighted music rather than to a minimum business size. Fee brackets are scaled by the nature and size of the business, so a small operator sits in a lower bracket than a large one, but the obligation itself applies.

Do businesses in Ajman Free Zone need a licence?+

Copyright and the collective management framework operate under federal law. Businesses in free zones should confirm their position directly when applying rather than assuming their commercial licensing regime exempts them from music licensing obligations.
